MSGBANK

1) The messaging system needs to be replaced with the CBank class thus eliminating the
   redundancy in the system.

FILE FUNCTIONS

1) The CreateFile function needs to be updated to work more efficently, contain more
   documentation on its usage, typedefs to eliminate the need for vague numerals.

ERROR DEFINITIONS

1) Remap the common error definitions so that all errors use the common definitions.
